On July 19, 2001, President Bush’s Social Security reform commission released a draft (PDF) of its interim report, in preparation for its second public meeting on July 24. This document presents an analysis of the commission’s argument and concludes that the commission’s materials contain a number of misleading statements and factual errors that invite misinterpretation and are likely to sow confusion. Topics addressed include the Social Security Trust Fund and its assets, the increasing progressivity of the Social Security benefit formula, and the debate over individual accounts and higher rates of return.
